Pick Dubai if New Year's Eve itself is the point and you can get the visa done by early December: the Burj Khalifa fireworks are free to watch, the weather is at its best, and UPI works. Pick Thailand if you want a beach, no visa and lower daily costs, and accept that Phuket hotels charge their highest rates of the year from 20 December to 5 January, often with a compulsory gala dinner on the 31st. As of October 2026, here is the comparison.
The 30-second version
- Where: Dubai for the countdown and dry 25°C days; Phuket for calm Andaman seas and island trips.
- Book by: Phuket hotels now, about two months out; Dubai flights and hotel first, then the e-Visa at least two weeks before you fly.
- Visa: Dubai needs an e-Visa of about ₹6,500 unless you hold a US visa or a qualifying residence permit; Thailand is free for 30 days.
- Budget per person: around ₹2,000 a day on meals and transport in both; the hotel is where Phuket's festive premium lands.
- Skip it if: value matters more than the date, because both are at their most crowded and most expensive in this fortnight.
Dubai: the fireworks are free, the logistics are not
December is Dubai's peak season at about 25°C (Dubai guide). The New Year's Eve show at the Burj Khalifa is free to watch from public zones in Downtown. Last year the family areas were Old Town, South Ridge, Outer Boulevard and Cascade Garden, first-come first-served until full; the Burj Khalifa/Dubai Mall Metro station shut to new entries from 5pm and roads around the Boulevard closed from 4pm (Gulf News, 29 Dec 2025). The 2026-27 plan was unpublished as of October 2026; expect the same shape and check the Dubai Media Office in late December.
Be in a zone by late afternoon with water and a Nol card, alighting at Business Bay or Financial Centre. Book the Burj Khalifa deck for another day, from about ₹2,500, more at sunset; festive-week slots sell out. A shared desert safari, about ₹2,500 with a veg BBQ buffet, is the easier evening on the 30th.
Thailand: visa-free, dry season, and hotels that know it
Phuket's dry season runs November to March: calm seas, and the Phi Phi day trip at ₹2,800 plus a THB 400 (about ₹1,000) park fee is rarely cancelled. The catch: the Thai Hotels Association put Phuket's average room over 24 December to 5 January at THB 8,000 to 14,000 a night, roughly ₹20,000 to ₹35,000, and many resorts set a three- or four-night minimum and charge a compulsory gala dinner on 31 December, sometimes on the 24th too (Visit Thailand Today, updated 14 Oct 2026). One example: the Hyatt Regency Phuket's 31 December 2026 gala is THB 6,890 a head, about ₹17,000 (Phuket 101). Read the festive terms before you pay, and book about three months ahead, which means now (Phuket guide).
The visa clock sets your booking order
- Dubai: an e-Visa costs about ₹6,500, takes 3 to 5 working days via your airline or dubai.vfs.com, and needs a confirmed return ticket and hotel booking. So flights and hotel first, visa by early December.
- Dubai on arrival: 14 days for AED 100 (about ₹2,300), only with a valid US visa or green card, or a UK, EU, Australian, Canadian, Japanese, New Zealand, Korean or Singapore residence permit.
- Thailand: a free 30-day stamp since 15 September 2026 (it was 60). File the Thailand Digital Arrival Card at tdac.immigration.go.th within 72 hours before arrival, and carry a printed return ticket and the first night's booking.
What a day costs on the ground
Meals: Dubai about ₹700 a head, pure-veg and Jain easy in Karama; Phuket about ₹350, with Jain-friendly Indian kitchens in Patong. Transport: around ₹800 a day in Dubai on the Nol card, around ₹1,200 in Phuket, with no metro and tuk-tuks at THB 300 and up. Airport in: the Dubai Metro is ₹200; in Phuket the shared minibus is ₹450, a Grab to Patong about ₹2,000. Money: UPI works at NEOPAY terminals in Dubai's malls and attractions, patchier in small shops; it does not work in Thailand, so carry a forex card and baht, and withdraw in large amounts because ATMs charge about THB 220 a time.
If the UAE visa is not in your inbox by 10 December, switch to Thailand. The stamp is free, the sea is flat, and the only thing you lose is a view of fireworks you can watch on a phone.
Who should pick which
- Dubai if New Year's Eve is the event, you are travelling with elders, or paying by UPI matters.
- Thailand if a beach and a boat day are the point, or you can book a mid-range Phuket hotel this week.
- Neither, this fortnight, if value beats the date: early December has the same weather at lower prices.
What to do now
- Decide the destination this week and, for Phuket, book the hotel after reading its festive terms.
- For Dubai, book flights and hotel, then apply for the e-Visa by early December with the return ticket and hotel confirmation attached.
- Load a zero-markup forex card, file the TDAC within 72 hours for Thailand, and be in a Downtown viewing zone by 4pm for Dubai.
