UPI in Dubai 2026: where it works, fees, activation and cash

Yes, you can use UPI in Dubai, but do not leave your card and cash at the hotel. As of September 2026, Indian travellers can pay with PhonePe, Google Pay, BHIM and other participating UPI apps at NEOPAY and Network International merchants across the UAE. Acceptance is broad in malls, attractions and many restaurants, but not universal, and your bank sets the exchange rate.

The 30-second version

  • Less reliable at: taxis, small independent shops, food counters and street stalls.
  • What you pay: the bill in rupees, at your bank's rate, with the bank's fee built in.
  • Activation: switch on UPI International in your app. How long it lasts depends on the app.
  • Cash to carry: about AED 200 for the first day.

Where UPI works, and where it does not

Mashreq's NEOPAY has accepted UPI at its QR terminals since 2022 (NEOPAY press release, 29 July 2026). Network International added UPI QR at more than 60,000 UAE businesses in July 2024, Dubai Mall and Mall of the Emirates included (Gulf News). NPCI International's own UAE list names At the Top Burj Khalifa, Dubai Aquarium, Dubai Duty Free, Lulu Hypermarket, Malabar Gold & Diamonds, the Gold Souk, Nando's and Burger King among participating merchants (NIPL).

As the Dubai guide puts it, coverage is wide in Dubai and Abu Dhabi and patchier in small shops. In a restaurant, ask before you order. Do not count on UPI in taxis, small independent shops or street stalls. Even in the souks, acceptance varies by merchant, so carry dirhams.

What it costs you

Your Indian account is charged in rupees. PhonePe says the debit "will occur in INR, showing the currency exchange rate" (PhonePe, 28 March 2024), and Google Pay's help page adds that the amount "includes the cost to change money and the bank's fee" (Google Pay Help). Neither publishes the margin.

That is the whole decision. A zero-markup forex card such as Niyo Global or Scapia avoids a separate forex markup, while UPI uses the exchange rate and fees set by your bank. On one ticket the gap is small change. Over a week of meals at around ₹700 a head plus shopping, it adds up. The machine shows the rupee total before you enter your PIN, so compare it once against your forex card app. If the difference is only around 1 to 2 percent, the convenience of UPI may be worth it. If it is larger, use the card.

Switch it on when you land

UPI International is off by default, and how long it stays on depends on the app. On Google Pay the activation currently lasts seven days and can then be activated again (Google Pay Help). On PhonePe it stays active for three months unless you switch it off (PhonePe UPI terms). Either way, check it is on before your first payment.

  • PhonePe: profile picture, then International under Payment Management, then Activate, then your UPI PIN (Gulf News guide).
  • Google Pay: scan the shop's QR, enter the dirham amount and tap Activate UPI International.
  • Check at home first: not every bank supports UPI International. If yours is greyed out, link a second bank before you fly.

Activate UPI International on the first morning and pay for the first coffee with it. If the rupee total matches your forex card's rate, use it all week. If not, you have lost the price of a coffee and learnt the answer.

Burj Khalifa: the first attraction you can book with UPI

Since 29 July 2026 the official At the Top site at ticket.atthetop.ae has accepted UPI for online bookings, the first UAE attraction to do so (NEOPAY press release). Prices for the Burj Khalifa vary by date and time of day: standard At the Top starts from about ₹2,500, the sunset hour costs more, and the SKY deck on floor 148 is roughly two and a half times the standard ticket. Sunset slots are popular, so book well ahead if you have a specific time in mind.

The Dubai Frame, about ₹1,200 (AED 50), and a shared desert safari, from around ₹2,200, sell through Klook and GetYourGuide, which already take Indian cards.

The cash you still need

  • Airport to the hotel: the Metro Red Line is about ₹200 with a Nol card, Careem or Uber roughly ₹1,200, the airport taxi about ₹1,400 on the meter.
  • Taxis: Dubai's RTA lists cash, cards, Nol and QR payment for taxis but does not name UPI (RTA), so treat taxis as cash or card.
  • The souks: bargain down to around 40 percent of the opening price. Carry dirhams, because UPI acceptance is not guaranteed at every souk merchant.

AED 200, under ₹5,000, covers a first day of this. After that, draw dirhams from an ATM with the forex card rather than changing rupees at the airport.

What to do now

  • Load a zero-markup forex card as your main wallet, and check that your bank supports UPI International.
  • Book the Burj Khalifa slot at ticket.atthetop.ae with UPI as soon as you know your dates.
  • Activate UPI International on landing, carry AED 200 in cash, and read the money section of the Dubai guide before you fly.
